University of Central Missouri and Higher Institute of Sciences & Technology in Algeria Sign Historic Partnership Agreement

Dr. Phil Hull, director of International Student Services at the University of Central Missouri (UCM), and Pr. Abdelkader Mazouz, Ph.D., directeur general of the Higher Institute of Sciences & Technology in Algiers, Algeria, signed an agreement to create new pathways for Algerian students to pursue undergraduate degrees at UCM.

 

The Higher Institute of Sciences & Technology (HIST), a leading private university in Algiers, Algeria, has entered into a groundbreaking partnership with the University of Central Missouri (UCM), creating new pathways for Algerian students to pursue undergraduate degrees in the United States. This historic agreement allows HIST students to complete two to three years of study in Algeria before transferring to UCM to finish their degrees in fields such as computer science, engineering, biology, and business.

 

This collaboration, the first of its kind between UCM and a North African institution, marks a significant step toward expanding international academic opportunities. The agreement offers various educational pathways (referred to as 2+2 or 3+1 programs), along with scholarships and access to UCM’s comprehensive online degree programs.

 

“This partnership began during a UCM delegation visit to Algeria in April, where discussions with Dr. Kader Mazouz and others laid the groundwork for the agreement,” said Dr. Phil Hull, director of International Student Services at UCM. Dr. Hull visited Algeria on Oct. 3 to mark the occasion, participating in a ceremonial signing. He emphasized the long-term benefits, stating, "This is our first agreement of its kind in North Africa, and we’re really excited about the opportunities it brings for both UCM and Algerian students."

The ceremony was attended by notable figures, including U.S. Ambassador to Algeria Elizabeth Moore Aubin, who praised the collaboration. "It’s wonderful to celebrate a new academic link between the United States and Algeria," Aubin said. "There is immense potential for growth in academic partnerships and exchanges between our two countries."

 

“At UCM, we are steadfast in our commitment to providing access to meaningful, high quality baccalaureate degree programs,” said UCM President Roger Best. “Our more than 100,000 alumni are a testament to the transformative power of an educational experience that is enriched through global connectedness, and we look forward to welcoming HIST students from Algeria to our campus and into our classes.” 

The partnership between UCM and HIST provides Algerian students with various benefits, including 3+1 dual degree programs, additional pathways for completing bachelor’s and master’s degrees, and online degree options. Eligible students may also receive up to $10,000 in Global Partner and Transfer Scholarships. Both institutions will explore further collaboration, including faculty exchanges, study abroad courses in Algeria for UCM students and joint research initiatives.

 

Made possible by months of discussions between UCM, HIST and U.S. Embassy representatives, the partnership reflects the growing importance of international education as Algerian institutions like HIST transition to English-language curricula. It also underscores UCM’s broader goal of fostering global connections and attracting a diverse body of international students.

“North Africa represents a key region for UCM as countries like Algeria and Tunisia shift toward English-language education,” Dr. Hull added. "This agreement expands UCM’s global presence and opens new pathways for students in North Africa seeking quality education."

This collaboration is part of UCM’s ongoing efforts to establish partnerships across North Africa, highlighting its commitment to providing academic opportunities for students worldwide.
