The University of Central Missouri’s (UCM) Board of Governors approved significant
investments across multiple university initiatives, aligning with its commitment to
campus infrastructure, enhanced student services and the ongoing development of new
academic programs.
During the Oct. 24, 2024, meeting at the Warrensburg campus, the Board unanimously
approved a commitment of up to $725,000 in institutional funds for the purchase of
a new Cessna 172S training aircraft, advancing UCM’s Professional Pilot training program
and continuing efforts to modernize and replenish the current fleet of single engine
aircraft.
In additional airport infrastructure developments, the Board authorized a $1.29 million
construction contract with Genesis Environmental Solutions Inc. for a new Airport
Self-Service Fuel Facility and access road at Skyhaven Airport. Pending final grant
approvals from the Missouri Department of Transportation (MoDOT), the facility will
provide essential fueling services, including new Jet A and AVGAS above ground storage
tanks.
Improving campus facilities, the Board approved a $517,223 contract with Centric Projects
to replace the orchestra pit stage lift at Highlander Theatre, which is essential
for academic performances and production requirements. Additionally, Southtown Glass
Inc. was awarded a $925,895 contract to replace the W.C. Morris Building’s 20-year-old
cooling tower, which also serves the Ward Edwards Building, ensuring reliable temperature
control for both facilities.
The T.R. Gaines Technology Building will undergo extensive renovations, with Civic
Elite Contracting Inc. awarded a $2.89 million contract. The project will modernize
third-floor classrooms and faculty offices, expand restrooms, update HVAC systems
and convert former automotive labs into new construction and safety labs.
The Board approved the award of a contract to U.S. Bank to operate and manage a full-service
banking branch in the Elliott Student Union beginning June 1, 2025. This five-year
contract, with an option for an additional two-year renewal, will ensure continued
convenient financial services for students, parents, faculty and staff on UCM’s main
campus.
The Fall 2024 Enrollment Census Report presented to the Board indicated a modest increase
in headcount, up by 69 students (+0.5%), marking a total increase of 2,898 students
(+29.1%) since Fall 2020. New student transfers are up by 15.4% and the freshman retention
rate improved by 3% up to 73.8%.
During a work session, representatives from Forvis Mazars presented and reviewed the
June 30, 2024 External Audit Report. They reported they have issued an unmodified
opinion and that the financial statements are fairly presented in all material respects.
Additionally, a detailed report on the health of newly established programs from the
2021-2022 and 2023-2024 academic catalogs was presented. This includes three new minors
in Art History, Health and Nutrition, as well as new degree programs in Design and
Drafting Technology and a master’s program in Library Science, which replaced the
phased-out Master of Science in Library Science and Information Services.
The Board also received regular updates from the Faculty Senate, Staff Council and
Student Government Association.
The Board granted emeritus status to Peggy Harrison, former director of technology
operations (served from Nov. 1, 2004, to Sept. 30, 2024), and Gary Schmidt, retired
police sergeant (served from Dec. 30, 1992, to Sept. 30, 2024), in recognition of
their long-standing contributions to UCM.
